The scope of this EU-EIP sub-activity (4.1) is the development of quality requirements and quality assessment practices for all ITS Directive priority services:
- involving the road authorities and operators in a major role,
- building up on results from EIP and EIP+,
- widening the scope to other priority services than for priority actions b) and c).
The objectives of the sub-activity are the following:
- Identify stakeholders, value chains, recommended work processes, quality assurance, and introduction paths for road operator relevant ITS Directive priority services,
- Propose European minimum quality requirements and quality assessment practices for all ITS Directive’s priority services involving road authorities/operators in a major role,
- Validate and improve the quality criteria, requirements and assessment practices proposed,
- Work towards specifying optimum quality for selected priority services.
Partner engagement and involvement of the larger stakeholder community will be achieved by continuing the collaboration with TISA, representing players from the entire value chain of traffic information. The wider scope of the sub-activity implies also engaging with other stakeholder communities, in particular from multimodal travel information and planning services (priority action a), freight and logistics (priority action e) and C-ITS (e.g. C-ITS platform and further implementation of the EC master plan on C-ITS, Amsterdam Group).
As a result, definitions of data quality have been developed by EU EIP Sub-Activity 4.1, which serve Traffic & Travel Information Services and ITP services as a basis for a service quality assessment scheme. .
Special attention has been paid to provide frameworks that jointly describe and document quality in the context of different ITS data areas. In detail, they referred to the different data areas of the ITS Directive 2010/40/EU and the corresponding delegated regulations.
- Safety-related traffic information (SRTI) and Real-time traffic information (RTTI): Quality Package[1]
- Multimodal Travel Information Services (MMTIS): Quality Package[2]
- Intelligent Truck Parking Services (ITPS): Quality Package[3]
The Quality Packages contain quality-related definitions and concepts, as proposed and agreed by EU EIP partners for the use in Europe. Some of the Quality Packages have been validated since their initial publication, involving stakeholders and testing data qualities in real-world applications. Such validation resulted in improved and updated Quality Packages.
Each Quality Package contains the following elements:
- A set of quality criteria in the categories ‘Level of Service” (describing the provision of data) and ‘Level of Quality” (describing the data as such)
- Specific quality requirements to be met for individual Traveller Information services
- A set of proposed quality assessment methods
The quality definitions are laid out in a tabular format in each Quality Package, as illustrated below.
This way, dedicated quality criteria are introduced and defined for each ITS data domain, and populated with explicit requirements (staged in three levels „basic“, „enhanced“ and „advanced“).
